Two BRITISH Men Charged With Spying for China

Amid escalating tensions, two men in the UK face charges of espionage for allegedly spying for China, which has sparked a diplomatic uproar. Here’s the full story.

At a time when international relations worldwide seem to be on a knife edge, it is often difficult to forget that states often work against each other, either through overt military means, such as Russia’s war against Ukraine, through political horse-trading with treaties, or through more clandestine approaches. 

Quaint Spying

Incredibly, one of the latter approaches, an old-fashioned spying attempt that seems almost quaint in the modern era of digital surveillance, has been uncovered in the United Kingdom. 

Official Secrets Act

Two men have been charged under the rarely used Official Secrets Act with spying for a foreign state, in this case, China. 

“Useful to an Enemy”

The men, Christopher Cash, a 29-year-old parliamentary researcher, and Christopher Berry, aged 32, stand accused of providing information deemed “useful to an enemy.”

Chinese Spy Ring

The Metropolitan Police, responsible for handling the investigation, revealed that the men allegedly furnished “articles, notes, documents or information” to a foreign state, specifically China. 

Year Long Plot

The charges cover a period from December 2021 to February 2023, which would implicate the pair in espionage activities that lasted over a year. 

“Extremely Complex”

The case, described as “extremely complex” by Cdr Dominic Murphy, head of the Counter Terrorism Command, underscores the extreme secrecy and ingenious methods required to uncover espionage activities in the modern day. 

Two Men Charged

Cdr Murphy told the media, “We’ve worked closely with the Crown Prosecution Service as our investigation has progressed and this has led to the two men being charged today.”

“Public and Media Interest”

He continued, “We’re aware there has been a degree of public and media interest in this case, but we would ask others to refrain from any further comment or speculation, so that the criminal justice process can now run its course.”

Released on Bail

Cash and Berry were arrested in March 2023, interviewed, and then released on bail, pending further investigations. 

“Malicious Slander”

China has vehemently denied the allegations, dismissing them as “malicious slander” and a “self-staged political farce.” A spokesperson said, “The Chinese embassy made [a] relevant response on 10th September 2023.”

“Completely Fabricated”

They continued, “I would like to reaffirm that the claim that China is suspected of ‘stealing British intelligence’ is completely fabricated and nothing but malicious slander. We firmly oppose it and urge the UK side to stop anti-China political manipulation and stop putting on such self-staged political farce.”

China Research Group

Of the pair that were arrested, Cash had connections with the China Research Group, an organisation linked to several Conservative MPs, including Tom Tugendhat, who co-founded the group and who has been Security Minister since September 2022.

The China Research Group was ostensibly founded to promote “fresh thinking about how Britain should respond to the rise of China.”

“Espionage Offences”

Nick Price, head of the Crown Prosecution Service’s (CPS) Special Crime and Counter Terrorism Division, stated that the CPS had “authorised the Metropolitan police to charge two men with espionage offences.”

Active Criminal Proceedings

He added, “Criminal proceedings against the defendants are active. No-one should report, comment or share information online which could in any way prejudice their right to a fair trial.”

Serious Charges

The legal proceedings are scheduled to commence at Westminster Magistrates’ Court on Friday 26th April. The charges against the pair could not be more serious. Cash and Berry were charged under section 1(1)(c) of the Official Secrets Act 1911, a statute designed to safeguard the national security of the United Kingdom. 

Significant Penalties

The charge’s language underscores the situation’s seriousness, alleging activities “prejudicial to the safety or interests of the state.” Such accusations carry significant penalties, reflecting the severity with which espionage is treated under the law.

The allegations of espionage have more profound implications for the diplomatic relations between the UK and China, which have been strained at best for quite some time.

Similarly, the UK also earned the ire of the Chinese state after several MPs publicly called for the mass detention of Uighur Muslims in Xinjiang province to be declared a “genocide.”

With UK-China relations already at a perilously low ebb, this most recent case will undoubtedly come under intense diplomatic scrutiny.
